The purpose of a political model is not to describe static outcomes. The purpose of a model is to apply insight to real time in order to predict future outcomes. The model is dynamic between the explanatory concepts and the target these seeks to explain. The model may change if new insights are gained concerning the relevant variables. The primary variable in political-economy is human motivation, or incentive, some of this being naturally present and other artificially leveraged to improve human well-being. The purpose of this model is not to describe an intention. It is not an “academic” exercise. The purpose of the model is to infer an intention based on observable, measurable behaviors. The methodology begins by looking backwards in time, collecting data about problematic outcomes and behaviors, finding patterns, and from these patterns inferring motives. Only then is the model applied with the intention of incentivizing or disincentivizing particular behaviors. The role of good government is to discern the motives of the four types and based on the above methodology create laws and regulations that harness particular motives with the goal of maximizing social utility. This is done loosely by finding an optimal position of balance between the interests of different types of individuals considered as social or political subsets.
